Navigating Ohio's EVV Requirements
Ohio Electronic Visit Verification is a federally mandated program that requires Medicaid-funded personal care and home health services to be verified through an electronic system. The Ohio Department of Medicaid (ODM) provides an EVV system to all providers. Ohio operates on an open EVV model, wherein agency providers have the option to use an alternate EVV system like AxisCare home health care software.
Service Types Covered by Ohio's EVV Requirements
The following service types are currently required to use EVV in Ohio:
- Personal Care Services (PCS)
- Home Health Care
- Homemaker Services
- Respite Care
- Home and Community-Based Services (HCBS)
- Private Duty Nursing (PDN) Services

Eligible Exceptions & Waivers
According to the ODM, there are certain situations where a provider may be eligible for an exception or waiver from using the provided EVV state aggregator. These include:
- Services provided in a rural area with limited access to internet or cellular service
- Services provided by a caregiver who is under 18 years old
- Services provided through telemonitoring or telemedicine

According to the Ohio Department of Medicaid website, the deadline for compliance with EVV was January 1, 2021.
Failure to comply can result in penalties such as reduced reimbursement rates, termination of Medicaid provider status, and denial of payment for services.
