New York has implemented its own unique set of guidelines for Electronic Visit Verification. This program, mandated at a federal level, necessitates the validation of all personal care and home health services funded by Medicaid via an electronic platform. The Department of Health (DOH) oversees New York’s EVV program, and requires providers to utilize designated EVV systems unless they qualify for an exception or waiver.

Service Types Covered by New York's EVV Requirements​

The utilization of EVV in New York is required for the following services:

  • Personal Care Services (PCS)
  • Home Health Aide (HHA) Services
  • State Plan Home Health Services
  • Private Duty Nursing (PDN) Services
  • Pediatric and Adult Social Day Care
  • Consumer Directed Personal Assistance Program (CDPAP)

Eligible Exceptions & Waivers

In New York, certain circumstances may qualify a provider for an exception or waiver from the mandated use of the EVV system. These circumstances include:

  • Services delivered in remote areas with limited access to internet or cellular connectivity
  • Services provided by a caregiver who is younger than 18 years old
  • Services provided via telemonitoring or telemedicine

To be considered for these exceptions or waivers, providers must submit a request through the New York Department of Health website and secure approval before they are excused from utilizing the EVV system.
