Navigating California's EVV Requirements

California Electronic Visit Verification (EVV) is a federally mandated program requiring Medicaid-funded personal care and home health services to be verified through an electronic system. The California Department of Health Care Services (DHCS) provides an EVV system to all providers. California operates on an open EVV model, wherein agency providers have the option to use an alternate EVV system, such as AxisCare home health care software.

Service Types Covered by California's EVV Requirements

The following service types are currently required to use EVV in California: 

  • Personal Care Services (PCS)
  • In-Home Supportive Services (IHSS)
  • Home Health Care
  • Private Duty Nursing
  • Home and Community-Based Services (HCBS)
  • Behavioral Health Services
  • Respite Care
  • Palliative Care
  • Hospice Care

Please note that these are general categories, and the exact services subject to EVV may depend on the specific program and policies within the Medi-Cal system. For precise and up-to-date information on the services covered by California’s EVV requirements, it’s advisable to contact the California Department of Health Care Services (DHCS).

Eligible Exceptions & Waivers

According to the DHCS, there are certain situations where a provider may be eligible for an exception or waiver from using the provided EVV state aggregator. These include:

  • Live-in Caregivers
  • Self-Directed Personal Care Services (PCS)
  • Home Health Care (HHC)
  • Travel Time
  • Emergency Back-Up System
  • Services provided in a rural area with limited access to internet or cellular service

It’s important to note that providers in California should communicate with the California Department of Health Care Services (DHCS) to understand the specific requirements and procedures for requesting exceptions or waivers.

EVV, or Electronic Visit Verification, is a technology-based system that verifies when and where home health care services are provided.

California EVV is mandated by the 21st Century Cures Act to provide accurate and timely data on the delivery of Medicaid-funded personal care and home health services.

The current service types covered include:

  • Personal Care Services (PCS)
  • In-Home Supportive Services (IHSS)

  • Private Duty Nursing
  • Home and Community-Based Services (HCBS)

According to the California Department of Developmental Services website, PCS was implemented on January 1, 2022, and HHCS was implemented on January 1, 2023. All EVV impacted providers must be registered, trained, and using either the CalEVV system or an Alternate (Alt) EVV system.

Failure to comply can result in penalties such as reduced reimbursement rates, termination of Medicaid provider status, and denial of payment for services.
