Understanding Washington's EVV Requirements

Electronic Visit Verification (EVV) is a federally mandated program that authenticates all Medicaid-funded personal care and home health services through an electronic system. The Department of Social and Health Services (DSHS) is responsible for overseeing the Washington EVV program. Service providers have to use the assigned EVV system, unless they satisfy certain conditions that qualify them for an exception or waiver.

Service Types Covered by Washington's EVV Requirement

As of now, the services in Washington State necessitating the use of the EVV system encompass:

  • Personal Care Services (PCS)
  • Home Health Aide (HHA) Services
  • State Plan Home Health Services
  • Adult Day Care Services
  • Respite Care
  • Home and Community Based Services (HCBS)
  • Private Duty Nursing (PDN) Services

Please note that these are general categories, and the exact services subject to EVV may depend on the specific Medicaid program and policies within Washington. For precise and up-to-date information and services covered by Washington’s EVV requirements, it’s advisable to contact the Department of Social and Health Services (DSHS).

Eligible Exceptions & Waivers

As laid out by the DSHS, there exist certain scenarios that may make a provider eligible for an exception or waiver from the requirement of using the EVV system. These include:

  • Services being rendered in remote areas with limited internet or cell phone coverage
  • Services being provided by a caregiver who is below 18 years of age
  • Services conducted via telemonitoring or telemedicine

To seek these exceptions or waivers, providers need to make a submission to the DSHS and secure approval before they are excused from utilizing the EVV system.
