Navigating Indiana's EVV Requirements

Indiana Electronic Visit Verification is a federally mandated program that requires Medicaid-funded personal care and home health services to be verified through an electronic system. The Indiana Family and Social Services Administration (FSSA) provides an EVV system to all providers. Indiana operates on an open EVV model, wherein agency providers have the option to use an alternate EVV system like AxisCare home health care software.

Service Types Covered by Indiana's EVV Requirements

The following service types are currently required to use EVV in Indiana:

  • Personal Care Services (PCS)
  • Home Health Care
  • Private Duty Nursing
  • Behavioral Health Services
  • Home and Community-Based Services (HCBS)

  • Transitional Services

Eligible Exceptions & Waivers

According to the IDM, there are certain situations where a provider may be eligible for an exception or waiver from using the provided Indiana EVV state aggregator. These include:

  • Services provided in a rural area with limited access to internet or cellular service
  • Services provided by a caregiver who is under 18 years old
  • Services provided through telemonitoring or telemedicine.

Providers must submit a request for an exception or waiver through the IDM website and receive approval before being exempt from using the state aggregator.

EVV, or Electronic Visit Verification, is a technology-based system that verifies when and where home health care services are provided.

Indiana EVV is mandated by the 21st Century Cures Act to provide accurate and timely data on the delivery of Medicaid-funded personal care and home health services.

According to the Indiana Medicaid for Providers website, the  Indiana Health Coverage Programs (IHCP) requires providers to use an EVV system to document personal care services rendered on or after January 1, 2021. Use of an EVV system to document home health services will be required for dates of service on or after January 1, 2024.

Failure to comply can result in penalties such as reduced reimbursement rates, termination of Medicaid provider status, and denial of payment for services.
